BIOGRAPHY Mr. Yoon Jeung-Hyun became the Minister of Strategy and Finance on February 10th, 2009. He served as senior advisor to Kim & Chang, a law firm in Korea and was a member of the 1st Economic Subcommittee of the Presidential Transition Committee for the 17th President. As the new Minister of Strategy and Finance, he will oversee the direction and coordination of major economic policies, creation of fiscal policies, formulation of the budget, management of the treasury as well as assuming a major role in international finance & international economic cooperation. After receiving a B.A. in Law from Seoul National University in 1969, Mr. Yoon began his career as a public official at the Ministry of Finance after passing Higher Civil Service Examination in 1971, and spent the greater part of his career formulating and implementing the government's tax and fiscal policies. During the 1990s, Mr. Yoon was intimately involved in some of the most significant government economic and financial policies. In 1989, he successfully led the government effort aimed at improving the transparency of financial transactions with the enactment of the Real Name Financial Transaction Law. In 1992, he played a key role in formulating the government plan for capital market liberalization. As Deputy Minster at the MOFE in charge of Tax and Customs policies, Mr. Yoon led numerous tax reform efforts on real estate and financial assets in 1996. He moved to the Financial Policy Bureau, MOFE in 1997 and oversaw the government's major financial policies for the banking, insurance, securities and the foreign currency regimes. Towards the end of 1997, Mr. Yoon was also instrumental in establishing the FSS as Korea's first integrated financial supervisory authority. From 1999 to 2004, he worked at the Asian Development Bank as an Executive Director responsible for Korea, Papua New Guinea, Vanuatu, and Vietnam. In August 2004, Mr. Yoon became the fifth Chairman/Governor of the FSC/FSS. Serving in this position until August 2007, he oversaw Korea's financial market to ensure the safety and the soundness of financial institutions and compliance with the applicable laws and regulations by investors, companies, and other market participants.
